The decision-making requirements for rail safety (design, in-train software, controls) are based purely on legislative requirements in the specific regions. However Alstom is always innovating with making value add to customers in owning an asset. Human vs automated decision making usually does not come under legislative requirements but have an underlying guiding principle which is to ensure the best safety decisions are always made in maintaining and making an asset available for use.
